On the road.....

As previously mentioned, I am on an adventure of sorts.  Bought a 1974 VW Bus in Seattle and I'm taking her cross country back to Boston.  Something I have always wanted to do (Drive Cross the USA) and part of getting the right vehicle.

Have had a few hiccups - Fuel Pump went in Spokane, WA - That delayed me a day but found a shop with great mechanics.  Had to replace 2 front tires after road damage on Rt 16 leaving Mt. Rushmore ....These things happen on a 3000 mile drive in 40 yr old vehicle.

Every where I go, she's the "Rock Star" as all anyone wants to talk about is her, I'm just the entourage.  This VW Bus attracts attention everywhere we go.....

I'll post pics later once I get home .  Trying to get there sometime Saturday......Inshalla

Hope all had a good Easter Sunday -

Here is the mission - The pup that we have here in Afghanistan will be heading to her new home in Seattle. She was abandoned here on the side of the road in Kandahar but was taken in by the staff at the camp where we stay near KAF

 
The staff here named her " Xena " but I preferred to call her "Sandy"
 
She's with NOWZAD Dogs  ( www.nowzad.com ) and is in Kabul preparing to head home once she is medically cleared and they have her ready.

USS Constitution to set sail on Sunday Aug 19th

In 1997, I was honored to be a member of the crew of USS CONSTITUTION when she set sail for the first time in 116 years in honor of her Bicentennial Celebration.  It was a wonderful time and she sailed brilliantly.  When it was done, all wondered when we would be able to sail her again.

Well that day has come and USS CONSTITUTION will sail again this Sunday to commenorate the 200th Anniversary of her victory over HMS Guerriere.

Make us proud old girl....I only wish I could be there.  Alas I am otherwise occupied presently in the sandbox.

BOSTON — The world's oldest commissioned warship will set sail on Sunday for the first time since 1997 to commemorate the 200th anniversary of the  victory over HMS Guerriere during the War of 1812.

The victory of the USS Constitution in this battle marked the first time a US ship defeated a Royal Navy frigate at or nearly equal size. It's also the battle in which the ship earned the nickname, "Old Ironsides."

The ship will be towed from its berth at the Charlestown Navy Yard at 10 a.m. Once Constitution is at President Roads, between Deer Island and Long Island, at 11:30 a.m., the crew will set up to four sails and make toward open water for about 10 minutes. 
 

After leaving President Roads, a 21-gun salute exchange with the Massachusetts Army National Guard’s 101st Field Artillery Regiment will then be fired toward Fort Independence on Castle Island at approximately 1 p.m.

The 101st Field Artillery Regiment is the oldest regiment in the Army. Sails will be furled at 2:30 p.m. and crew members will depart the ship at 3 p.m. Constitution will re-open for free public tours at 4 p.m.

The last time Constitution sailed under its own power was to honor the ship’s bicentennial.
 

At10 a.m. Saturday, just outside the Constitution's berth, the U.S Postal Service will unveil the USS Constitution Forever Stamp. The original painting used for the design of the stamp is on view at the USS Constitution Museum.

The museum will have tables set up all weekend for visitors to write letters to service members.

Happy 4th of July from Kandahar City, Afghanistan

It is the 4th of July here in Kandahar City, Afghanistan.

The day arrived earlier than stateside due to we are 8 1/2 hours ahead of the US.  Most back home are preparing for a night's rest along with some going out on the night before a day off.

Here in Afghanistan, it is just another day.

On military bases here, there will be a bit of celebration and some good food at the DFACs ( Dining Facilities).  At the same time, many will carry out their normal work of going in harm's way, working to guard the freedom of the people here.  All will go about the normal business of the work that occurs here in the war zone.

Likewise, the work here will go on for me also.  It is another work day and one that has become a bit of a habit for me.  This is the 3rd year in a row that I have been here for the 4th of July.  I have been working contract work for the past three years and that means being here for most of the year including the summer.

There will be no BBQs to attend or fireworks ( as the fireworks here are usually a bad thing).  The holiday passes quietly here and that is understandable.  It is what we have agreed to as part of the deal of working overseas, away from home and family.

Back home in the USA, things are not all "beer & skittles" either.  1.4 million people in the Mid-Atlantic area are still w/o power due to the thunderstorms that came through earlier this week, 14 million people are unemployed or underemployed ( leaving them w/o work or the type of work they usually would perform) and the majority of our citizens are unhappy with the direction our government has taken over the last 4 years.

Being away from home is tough at times like this, but so is being at home without work.  I have had to deal with that and it is a terrible place to be.  Like many others, I have spent a significant number of years working as a manager in HR and now face the new reality that what was of value to employers in the past is undervalued now.  The degree and experience I have is treated in the same manner as some look upon an older car.

Employers are hiring younger workers and paying them 1/2 of what someone like me should earn.  This is not just happening to HR professionals, but professionals from all different professions.  The recession has given businesses the ability to shed older workers, who carry larger wage & benefit costs and hire younger workers who seek less.

This trend will wind up hurting companies as they will spend more in traning and loss of customer satisfaction.  They are acting shortsighted and it is only making things worse economically.

Don Henley is on my IPAD with the song The Heart of the Matter and sings, " These times are so uncertain, there's yearning undefined and people filled with rage..." - very true and accurate even after the 20 years since he wrote the song.

America finds itself in perilous straits - The economy is sluggish and that is partly due to the 14 million people who are effectively unemployed.  They don't have the income they need and that means they are not purchasing goods and services.  That in turn holds the economy back.  We have a President who acts like an insolent teenager and thinks that it is cool to hang out with Hollywood types.  Instead of seeking maturity and competance, his supporters want to act like eternal high schoolers on a spending spree with their parent's credit card. The Middle class is struggling more than ever and all we get from the President is " Party on..." as he parties on the taxpayer's dime.

We deserve better leadership and the person sitting in the White House ain't it.....He needs to go back to Chicago.

The 4th of July is one of the days that makes me think more about the country I love and how difficult it was back in 1776.  The signers of the Declaration of Independence faced tough times.  It must have seemed as difficult as our times seem to us. My family has been in America since 1635 so many of my ancestors were there when the Revolutionary War freed our nation.

The key is that as Americans, we will continue to make our country and the world a better place by our actions.  Though we will disagree with each other and argue about what is needed, the outcome will still be an example to others about what can be accomplished if we set our minds to doing something.

That is essentially what I am doing here in Kandahar City - working to help the people of Afghanistan by leading them to create a better country for themselves and their children.  That is the lesson we learned back in 1776 and one we still honor and celebrate today.

The whacky Afghans prove they understand that a Woman in Combat can help win the battle - I have served side-by-side with our female warriors and they are a force to be reckoned with - The female Marines and Seabees are top-notch and were in the line-of-fire just as much as the men were.......

In the opening days of America's war in Afghanistan, Capt. Allison Black's AC-130H gunship thundered low through the night sky. Below, US Special Operations Forces (SOF) were fighting alongside Northern Alliance warlords.

A navigator with the Air Force 1st Special Operations Group, Black was strapped in behind the pilots on a flight deck bristling with radios, gauges, and monitors that kept her in constant contact with SOF forces on the ground, helping them identify targets. It was Black giving the final "clear to fire" consent for the crew to release a barrage from a Gatling gun and other artillery on
Taliban forces.
And it was Black's voice that special operators on the ground heard as they fought. Afghan soldiers overheard the chatter, too. On a mission over the northern Afghanistan city of Kunduz in 2001, one particularly fierce warlord, Gen. Abdul Rashid Dostum, "found it amazing" that a woman was directing fire on the Taliban forces, says Black. "He thought it was so hilarious. He asked, 'Is that a woman?' "
When SOF fighters confirmed it was, Dostum, she says, was incredulous – and impressed: "America is so determined to kill the Taliban that they send women," he said.

Then, as Black called in another round of fire, Dostum dialed enemy fighters by phone, so they, too, could hear her voice on his walkie-talkie: "He really berated them, saying 'You're so pathetic, American women are killing you. You need to surrender now,' " Black says.
Taliban forces did surrender the next morning, and the first female navigator to open fire in combat came to be known as the "Angel of Death" among the Afghans. That battle – and others – also made Black, now a major, the first woman to earn the Air Force's combat action medal.

Beliefs

A while back, I posted some of what I listed as "beliefs".  I am reposting it as I am getting ready to take on a new task, and it is always good practice to reiterate what is important on a regular basis. Here's what I posted two years ago.

Beliefs –



I saw that there was a webpage posted by a highly regarded milblogger about what he stated were his beliefs…..this sounded like a healthy exercise in putting some thoughts on paper ….or electronic webpage as it were….Here’s my swipe at it…tried not to get too wordy (sorry) but needed to cover the subject well:


I believe in the US Constitution and have sworn to uphold it against all enemies foreign & domestic; including willingly giving my life to defend it…Retirement from the military has not altered this agreement nor will any condition alter it during my lifetime.


I believe in the USA….always have, always will. My country is a global force for good as we are and have been the last best hope for much of mankind. That said, I believe that the less intervention Government has in our lives, the better. Our Government is a model for others and in need of constant updates/revision as it is an ever changing entity and in need of constant improvement. Our Government is designed to serve the people, and not the other way around.


I believe in the inherent goodness of people and have an optimistic outlook on humanity as a whole, well grounded with a firm understanding of the demonstrated history of man’s inhumanity towards his fellow man and all other living creatures. Free will was given to us by our creator along with all the responsibility that comes with it.


I believe History is an important subject and one that too many ignore – we can learn more about ourselves through history than many other fields of study….History is a deep and fascinating subject as it is more compelling than any piece of fiction written.


I believe that my wife and I are truly meant for each other as God has a wry sense of humor…My Wife has been the best thing in my life and has made me a better person, as I hope I have done for her also. That said, I know that we are in love, a love that is our blessing in this life and that our love is sacred. She is the one I love and I have pledged my life to her, in all ways, in all manner as she has also done for me.


I believe that Family is one of the most important factors in life and one the shapes us all….Family can be good and families can also have issues….Parenting is the toughest task you will ever take on but one that returns the greatest rewards – I believe Children need parents who are their moral teachers and life-leaders – That they need love, affection and most of all to be taught a sense of responsibility. This job is a lifetime appointment.


I believe that we are not here by accident and that we all have a purpose in this life, ordained by a heavenly God. The idea that any one religious belief has moral or ideological superiority over others is somewhat amusing as I feel that those that preach that ideal will be in for a rude awakening when they do finally meet their maker. Like many things, religious beliefs can be misused and that is a travesty. I feel that the ideal of religious freedom is one that is sacrosanct, and included in the US Bill of Rights as it was one of the reasons our country was founded. Kinda important if you ask me….


I believe that we all will have an opportunity to obtain everlasting life through our belief in our God and I will look forward to meeting with Him to discuss this issue in approximately 50-60 years from now or longer.


I believe in the Boston Red Sox, New England Patriots, Boston Bruins and the Boston Celtics as they are the best representatives of our modern major league sporting teams. I also believe that most of the players are highly over-paid for playing games that are inherently designed for fun, not as money making enterprises. Nonetheless, I understand that people will pay the price to attend and watch the games, so more power to them.


I believe in not allowing the enemies of free men to go unchallenged and assisting all who seek to be free. This is accomplished through many means up to and including sending young men & women to defend liberty where it is in the most dire straits…This has been the course our country has chartered for the past 234 years or so….it is what separates us from the timid and less capable countries and those who will be conquered because they lack the understanding that Freedom is not free.


I believe in the United States Navy and all that she represents….Her history is one that has shaped the nation and the world….We (Navy & Marine Corps Veterans) are her legacy and we will always represent the ideals of Honor, Courage & Commitment. I also believe that the Navy will prevail at the ARMY-NAVY game in December….as it should be.


I believe in the friends I have cultivated through my life and that I owe them a great debt as they have been instrumental in assisting me along life’s path. The friends I have are like family and I treasure each and every one of them. They are the people who have made life’s journey enjoyable and well worth taking…I also believe a few of them are serious knuckleheads and would not want them to change one bit. I also believe in sharing a good cigar & beer with them is a great exercise in what friendship should be ….a lifelong relationship built on trust, admiration and learning from each other.


I believe in working on old cars is one of the pure joys in life as the automobile significantly shaped our American life…..The enjoyment imbued in the design, function and simplicity of all older vehicles (those built before 1975) is something that is sorely missing in the computerized and overcomplicated pieces of junk the automakers are producing these days. Regulations and a push to lighten autos has taken away some of the things that made the older cars superior. The older cars were built to LAST and made of steel….steel that would protect the occupants and give the car character…..chrome, tailfins, large steering wheels and large engines….all things related to internal combustion engines and automobiles are very cool….some cooler than others obviously.


I believe in the following companies as they have made awesome machines and products – Chevrolet, Pontiac, GM, Porsche, Volkswagen, Bugatti, All companies past & present that produced outstanding military vehicles such as North American, Vought, Curtis-Wright, Grumman, Northrop, Bell, etc. etc. – They have provided the things that have taken us to all four corners of our globe and back….I also deeply believe in Man’s exploration of Space and all that it represents as we travel beyond the shores of our small and beautiful globe.


I believe in our unbreakable bond with our K-9 companions – 15000 years ago or so we made an unwritten, unspoken pact with their ancestors…We would provide warmth, shelter and easy access to food…in return, they would protect us from the things that lurked in the darkness that wanted to harm us or have us for dinner….This pact has been unbroken since and likely is that longest unbroken agreement in the history of man.


I believe in the following words regarding our K-9 Companions: "He is your friend, your partner, your defender, your dog. You are his life, his love, his leader. He will be yours, faithful and true, to the last beat of his heart. You owe it to him to be worthy of such devotion." – Author Unknown


I believe in the beauty of music, art, film & the written word…all these things have increased our understanding of the human condition and provided great insight into humanity as a whole…..Music is something I would find very difficult to live without...I also believe in Scientific research & knowledge as it will supply us with the answers to many things that have plagued mankind…..Science is a tool and like many tools, it can be used for ultimate good and ultimate evil if misused.


Lastly, I believe whole heartily in the concept of Honor, and that it is one area where all good men of conscience cannot compromise – I came across these words, spoken by US Senator John McCain when he was presented the Profiles in Courage award by the John F. Kennedy Museum in 1999 for his political courage, and I believe in these words with all my heart and my soul:


I wish I could pretend to you and to myself that my efforts were comparable to the courage with which I have seen many good men live and die, and whose inspiration has given me heart in difficult times. But I cannot. For my actions are less a profile in courage than a profile in shame.


When I was a young man, and all glory was self-glory, I responded aggressively and often irresponsibly to anyone who questioned my honor.…. But as I grew older, and the challenges to my self-respect became more varied and difficult, I was surprised to discover that while my sense of honor had matured, its defense mattered even more to me than it did when I believed that honor was such a frail thing that any empty challenge could threaten it.


The courage of the living and the dead taught me that. They taught me to dread dishonor above all other injuries.”

A view of America 70 years ago....Just before it all changed

70 years ago, we were a much simpler country emerging from the shadow of the Great Depression. We were much more isolated, safe in our country and continent being insulated from trouble in other areas of the world by two oceans.

House reaffirms 'In God We Trust' as US motto

Congress may not do too much correctly but they got this one right. The House reaffirmed the nation's motto is " In God we trust ". The resolution was needed because President Obama had once called "E pluribus unum" the national motto, and the Latin phrase meaning "from many one" was engraved in the new Capitol Visitors Center until Congress ordered that it be corrected.

The key to this is " God " is not listed as any one religion or Deity, rather a belief that we are all can hold belief in a high power than ourselves. The Atheists have protested this but as with any one group, they can hold their belief without it having to effect everyone else. There is no way to satisfy all but in this case, we have reaffirmed the belief of the majority.

I am glad to see this resolution as it is needed in times like this - too many have lost faith and it is what keep us going. Faith in ourselves, our country and our God.

— The House on Tuesday passed a non-binding resolution reaffirming "In God We Trust" as the national motto.

The measure sponsored by Rep. Randy Forbes, R-Va., supports and encourages the motto's display in all public schools and government buildings. It was approved 396-9, with 2 abstentions.

Forbes said the resolution was needed because President Obama had once called "E pluribus unum" the national motto, and the Latin phrase meaning "from many one" was engraved in the new Capitol Visitors Center until Congress ordered that it be corrected.

Rep. Jerrold Nadler, D-N.Y., called the resolution a meaningless distraction from the nation's real problems. "Nobody is threatening the national motto," he said.

"In God We Trust" first appeared on U.S. coins during the Civil War in 1864. It officially became the national motto in 1956 and began appearing on paper currency the following year.

America deserves better - Obama's obsessive need to apologize to the world....

OBAMA just doesn't get it. His warped view of what's right, proper and true for America is so far off track it defies reason.

The editorial board of Investor's Business Daily hits the nail on the head. We are seeing how clueless our present President is on a daily basis and regardless of what the White House puts out, President Obama needs to be sent packing in the upcoming election.

He just doesn't get it and we have allowed this charlatan to embarrass us on the world stage. How anyone can support him at this juncture also defies description.

America deserves better and we need to ensure that we never allow such an empty suit like him to ever lead our country astray ever again. This is not as much an issue of DEMS vs. GOP as much as it is about ensuring that the President understands that our country has nothing to apologize for to anyone. We are the leader of the free world and a beacon of hope to all who seek freedom from oppression. Period.

Leaked cables show Japan nixed a presidential apology to Hiroshima and Nagasaki for using nukes to end the overseas contingency operation known as World War II. Will the next president apologize for the current one?

The obsessive need of this president to apologize for American exceptionalism and our defense of freedom continued recently when Barack Obama's State Department (run by Hillary Clinton) contacted the family of al-Qaida propagandist and recruiter Samir Khan to "express its condolences" to his family.

Khan, a right-hand man to Anwar al-Awlaki, was killed along with Awlaki in an airstrike in Yemen on Sept. 30. We apologized for killing a terrorist before he could help kill any more of us.

It's yet another part of the world apology tour that began with Obama taking the oath of office to protect and defend the United States and its Constitution against all enemies foreign and domestic, something he immediately felt sorry for.

One stop on his tour was Prague in August 2009. There he spoke of "America's commitment to seek the peace and security of a world without nuclear weapons," ignoring that before 1945 we lived in such a world and it was neither peaceful nor secure.

Another stop on the tour was in Japan, where Obama in November 2009 bowed to the emperor, something no American president had ever done. It could have been worse if plans to visit Nagasaki and Hiroshima to apologize for winning the war with the atom bombs had come to pass.

A heretofore secret cable dated Sept. 3, 2009, was recently released by WikiLeaks. Sent to Secretary of State Clinton, it reported Japan's Vice Foreign Minister Mitoji Yabunaka telling U.S. Ambassador John Roos that "the idea of President Obama visiting Hiroshima to apologize for the atomic bombing during World War II is a 'nonstarter.'"

The Japanese feared the apology would be exploited by anti-nuclear groups and those opposed to the defensive alliance between Japan and the U.S.

Whatever Tokyo's motive, Obama's motive was to once again apologize for defending freedom, this time for winning with devastating finality the war Japan started.

While Obama envisions a world without nuclear weapons, and moves steadily toward unilateral disarmament of our nuclear arsenal, we envision a world without tyrants and thugs willing to use them against us. We do not fear nuclear weapons in the hands of Britain or France, countries that share our love of freedom and democracy.

It was not all that clear in August 1945 that Japan was ready to surrender. Okinawa, where 101,000 Japanese and 24,000 Americans died, was a clear indication of the fanatical resistance to come in an invasion of the Japanese home islands. That resistance ended only when Tokyo became convinced there would soon be nothing to defend.

Nuclear weapons in the right hands ended the violence of World War II. In the right hands, they kept Western Europe free and helped win the Cold War. And the fact that they'd been used made it less likely they would ever be used again.

The world that Imperial Japan envisioned was quite different than the one we now enjoy. That regime's dream was of an imperial rising sun blistering the globe. Good thing they saw a rising sun of a quite different sort, the fulfillment of Japanese Adm. Isoroku Yamato's prophecy after Dec. 7, 1941: "I fear all we have done is to awaken a sleeping giant and fill him with a terrible resolve."

President Obama fails to realize that being the leader of the Free World, the last best hope for mankind, means never having to say you're sorry.

235 years ago - " We mutually pledge to each other our Lives, our Fortunes and our sacred Honor" - Happy 4th of July

235 years ago today -

IN CONGRESS, July 4, 1776.

The unanimous Declaration of the thirteen United States of America,

When in the Course of human events, it becomes necessary for one people to dissolve the political bands which have connected them with another, and to assume among the powers of the earth, the separate and equal station to which the Laws of Nature and of Nature's God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation.

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.--That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, --That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness. - He has refused his Assent to Laws, the most wholesome and necessary for the public good.
- He has forbidden his Governors to pass Laws of immediate and pressing importance, unless suspended in their operation till his Assent should be obtained; and when so suspended, he has utterly neglected to attend to them.
- He has refused to pass other Laws for the accommodation of large districts of people, unless those people would relinquish the right of Representation in the Legislature, a right inestimable to them and formidable to tyrants only.
- He has called together legislative bodies at places unusual, uncomfortable, and distant from the depository of their public Records, for the sole purpose of fatiguing them into compliance with his measures.
- He has dissolved Representative Houses repeatedly, for opposing with manly firmness his invasions on the rights of the people.
- He has refused for a long time, after such dissolutions, to cause others to be elected; whereby the Legislative powers, incapable of Annihilation, have returned to the People at large for their exercise; the State remaining in the mean time exposed to all the dangers of invasion from without, and convulsions within.

Meanwhile in Afghanistan.....24/7/365

At the same time today while you may have been upset because of traffic jams, not getting a parking space where you wanted it, or that your job has been stressing you out,etc., the US Military was out there, doing their job, under the harshest of conditions and in a manner that demonstrates why we are the protectors of Freedom around the world.

Just take a moment and think about it next time you have a bad day.....somewhere in the world, the US Military is having a bit of a tough time ensuring your Freedom to conduct your life as you would like to......24/7/365.

US Admiral to CHI-COMS.....Nice PR on new missile but we will fend off any challenge to our fleet....

Gotta love those CHI-COMS.....They like to "talk" a good game...like when they showed footage of their jets taking down an enemy plane last month, only to find out the "take down" was footage lifted from the movie TOP GUN.....

Not that China's military is weak, but they do like to play the PR campaign a little more than they should....China has many soldiers but I feel we are more than able to compete with them on technology.

Here is our US navy countering what they have put out about the " Carrier Killer ' Missile they claim will effect our naval capability in the Pacific....

The article touches on the a key point -

So the CHI-COMS claim they can do this....well it is highly unlikely we will need to prove it as they really don't want to engage us....they would rather wage battle in the markets of commerce where they DO have a serious advantage based on trade & labor.

I am confident that the US Navy can handle the Chinese Dragon should that day come...in the meantime, we should keep up the defense of our freedom as it is what allows us to be the symbol of hope & freedom to others around the world.....regardless of what the lefty liberal kooks would like you to believe.


US Admiral: Carrier killer won't stop US Navy

YOKOSUKA, Japan – A new "carrier killer" missile that has become a symbol of China's rising military might will not force the U.S. Navy to change the way it operates in the Pacific, a senior Navy commander told The Associated Press.

Defense analysts say the Dong Feng 21D missile could upend the balance of power in Asia, where U.S. aircraft carrier battle groups have ruled the waves since the end of World War II.

However, Vice Adm. Scott van Buskirk, commander of the U.S. 7th Fleet, told the AP in an interview that the Navy does not see the much-feared weapon as creating any insurmountable vulnerability for the U.S. carriers — the Navy's crown jewels.

"It's not the Achilles heel of our aircraft carriers or our Navy — it is one weapons system, one technology that is out there," Van Buskirk said in an interview this week on the bridge of the USS George Washington, the only carrier that is home-based in the western Pacific.

The DF 21D is unique in that it is believed capable of hitting a powerfully defended moving target — like the USS George Washington — with pinpoint precision. That objective is so complex that the Soviets gave up on a similar project.

The missile would penetrate defenses because its speed from launch would not allow enough time for carriers or other large ships to complete countermeasures.

That could seriously weaken Washington's ability to intervene in any potential conflict over Taiwan or North Korea, as well as deny U.S. ships safe access to international waters near China's 11,200-mile (18,000-kilometer) -long coastline.

Van Buskirk, whose fleet is responsible for most of the Pacific and Indian oceans, with 60-70 ships and 40,000 sailors and Marines under its command, said the capabilities of the Chinese missile are as yet unproven. But he acknowledged it does raise special concerns.

"Any new capability is something that we try to monitor," he said.

"If there wasn't this to point to as a game changer, there would be something else," he said. "That term has been bandied about for many things. I think it really depends in how you define the game, whether it really changes it or not. It's a very specific scenario for a very specific capability — some things can be very impactful."

The development of the missile comes as China is increasingly venturing further out to sea and is becoming more assertive around its coastline and in disputes over territory.

Late last year, China and Japan were locked in a heated diplomatic row over several islands both claim in the East China Sea, an area regularly patrolled by U.S. Navy vessels. A flotilla of 10 Chinese warships, including advanced submarines and destroyers, passed through the Miyako Strait last April in the biggest transit of its kind to date.

Experts saw it as an attempt by China to test Japan and the United States and demonstrate its open water capabilities.

China has also expressed strong displeasure with U.S. carrier operations off the Korean Peninsula, saying that they posed a security risk to its capital.

Still, van Buskirk said the Navy has no intention of altering its mission because of the new threat and will continue to operate in the seas around Japan, Korea, the Philippines and anywhere else it deems necessary.

"We won't change these operations because of this specific technology that might be out there," he told The AP while the USS George Washington was in its home port just south of Tokyo for repairs last week. "But we will carefully monitor and adapt to it."

The faster-than-expected development of the missile has set off alarm bells in Washington. Further, China is developing a stealth fighter jet that could be used to support its navy in a potential conflict and hopes to deploy its first aircraft carriers over the next decade.

Before visiting Beijing last month, U.S. Defense Secretary Robert Gates said he has been concerned about the anti-ship missile since he took office.

In December, Adm. Robert Willard, the head of the U.S. Pacific Command, told Japan's Asahi Shimbun newspaper he believed the missile program had achieved "initial operational capability," meaning a workable design had been settled on and was being further developed.

The missile is considered a key component of China's strategy of denying U.S. planes and ships access to waters off its coast. The strategy includes overlapping layers of air defense systems, naval assets such as submarines, and advanced ballistic missile systems — all woven together with a network of satellites.

At its most capable, the DF 21D could be launched from land with enough accuracy to penetrate the defenses of even the most advanced moving aircraft carrier at a distance of more than 900 miles (1,500 kilometers).

To allay regional security fears, van Buskirk said, China needs to be more forthcoming about its intentions.

"It goes back to transparency," he said. "Using the United States as an example, we are very clear about our intent when conducting routine and normal operations in international waters ... That is what you might expect from other nations that might operate in this region
