Secret Service won't pay Newport Beach for police at Obama event

Newport Beach billed President Obama's campaign for police security at a fundraiser. The Secret Service says that security is its job, not the campaign's, but that it can't reimburse the city.

A Secret Service official said Newport Beach city administrators are asking the wrong people to pay for police protection at presidential campaign events.

It's the service that is responsible for the candidates' security, not the campaigns, said Max Milien, an agency spokesman. Any cost concerns should be directed to the agency.

Newport Beach City Manager Dave Kiff billed the campaigns of President Obama and presumptive Republican nominee Mitt Romney for police security at their separate fundraisers this year in the city.

Now that the Romney campaign paid its bill, the city is left in the awkward position of trying to collect from Obama.

"We cannot reimburse any agencies," Milien said. "We make that clear from Day 1."

Milien explained that an advance team works with local law enforcement to plan road closures and other measures before a candidate's visit. If the local agency cannot afford to pay for extra security or overtime, the local officials should inform the Secret Service ahead of time, he said.

In that case, Milien said, the Secret Service would seek help from other law enforcement groups — county or state police, for example, who would not charge for the service.

"There is adequate time if an agency cannot assist us and is strapped for manpower," he said, adding that the Secret Service does not have the budget for that type of expense.

Kiff says the Police Department did raise the issue with the Secret Service before the president's visit.

"At that time, our staff was told that the Secret Service would not reimburse the city," Kiff wrote in an email, "and that we should check with the president's campaign or the DNC."

The Romney campaign paid its bill last week, about a month after the city sent its invoice. The Obama bill, on the other hand, was sent in May and has not been paid.

City spokeswoman Tara Finnigan said the city's billing system would be sending past-due notices.

About three weeks ago, the Democratic National Committee contacted the city and told officials to deal with the Secret Service.

The DNC and the Republican National Committee split their Newport Beach event proceeds with the respective campaigns.

"Any local law enforcement organization contacted by the Secret Service to assist in security should discuss matters related to costs and how to effectively manage those costs with the Secret Service," DNC spokeswoman Melanie Roussell wrote in an email Wednesday.

Meanwhile, Kiff would like the issue to go away.

"I am very tired of this story, but it will have legs again," Kiff wrote in an email to the City Council after the Orange County Register inquired about the Romney campaign's payment.

The city was "honored" to have the president in town, Kiff said, but he viewed the campaign fundraisers as private events.

"Had this been a 'business trip' — if the president came to Newport Beach to talk about one of his policies with our residents — the city would not have sent an invoice," he wrote in an email.

Newport Beach is in strong fiscal shape, with about $98 million in reserves.

The city's Finance Department recently emailed the Obama campaign a reminder about the bill instead of turning to the Secret Service, Finnigan said. City administrators did not return messages asking about their next steps.

Councilwoman Leslie Daigle, a Republican, said, "It's the city's intention to apply its usual policies and send the bill to collections."

Obama spoke at a private home in Corona del Mar in February, and Romney held his May fundraiser at the Balboa Bay Club. The $35,000 bill for Obama was more than three times as much as Romney's. Kiff said the difference was due to the added street closures and additional security requirements for the president.

Costa Mesa police did not bill the Romney campaign for an event this week because it did not require additional police personnel, city spokesman Bill Lobdell said.

The BIGGER story came out of California....Too many Public Employees were not satisfied with lifetime pensions and benefits on the taxpayers ( which they never paid into out of their paychecks) and kept gaming the system. Voters in San Diego sent them a real message.

Well, as they say, things that occur in California are "usually" a pre-indicator to things that will occur across the country.....this is the BIG NEWS you will likely not read anywhere else....

REAL change....not the kind that the Fool in the White House yapped about......The taxpayers have had enough. That is the message from last night's vote.


2 California cities voters approve pension cuts

SAN DIEGO (AP) — Voters in two major California cities overwhelmingly approved measures to cut retirement benefits for city workers Tuesday in contests being closely watched as states and local governments throughout the country struggle with mounting pension obligations.

In San Diego, 67 percent voted in favor of Proposition B while 33 percent were opposed. More than 65 percent of precincts reported.

The margin in San Jose was even wider, with 71 percent in favor of Measure B and 29 percent opposed. Nearly half of precincts reported.

San Jose Mayor Chuck Reed called the vote a victory for fiscal reform.

"The voters get it, they understand what needs to be done," he said in an interview.
Supporters had a straightforward pitch: Pensions for city workers are unaffordable and more generous than many private companies offer, forcing libraries to slash hours and potholes to go unfilled.

"We believe people are tired of having services cut back because of big pensions," San Diego Mayor Jerry Sanders, a Republican who is being forced from office by term limits, said recently.

Shrinking tax revenues during the recession are also responsible for service cuts, but pensions are an easy target. San Diego's payments to the city's retirement fund soared from $43 million in 1999 to $231.2 million this year, equal to 20 percent of the city's general fund budget, which pays for day-to-day operations.

As the pension payments grew, San Diego's 1.3 million residents saw roads deteriorate and libraries and recreation centers cut hours. For a while, some fire stations had to share engines and trucks. The city has cut its workforce 14 percent to 10,100 employees since Sanders took office in 2005.

San Jose's pension payments jumped from $73 million in 2001 to $245 million this year, equal to 27 percent of its general fund budget. Voters there approved construction bonds at the beginning of the last decade, but four new libraries and a police station have never opened because the city cannot afford to operate them. The city of 960,000 cut its workforce 27 percent to 5,400 over the last 10 years.

Opponents, led by public employee unions, say the measures deprive workers of benefits they were counting on when they got hired. Some workers decided against potentially more lucrative jobs with private companies, figuring their retirement was relatively safe.
"This is part of a broader effort to attack workers and to make their lives miserable," San Diego Councilman Todd Gloria said during a debate on the San Diego measure.

Thom Reilly, former manager of Clark County, Nev., and now a professor of social work at San Diego State University, said opponents face a difficult task. He expects the California measures may spawn similar efforts elsewhere if they pass.

"The ones who are actually paying the taxes will never see these benefits in their lifetimes, so there's not a lot of sympathy in the public," he said.

The ballot measures differ on specifics. San Diego's imposes a six-year freeze on pay levels used to determine pension benefits unless a two-thirds majority of the City Council votes to override it. It also puts new hires, except for police officers, into 401(k)-style plans.
More than 100,000 residents signed petitions to put the San Diego measure on the ballot.
Under San Jose's measure, current workers have to pay up to 16 percent of their salaries to keep their retirement plan or accept more modest benefits. New hires would get less generous benefits.

Reed, a Democrat, joined an 8-3 City Council majority to put the measure on the ballot. He said Tuesday that he expected other cities in financial binds to pursue similar measures.

"We're at the leading edge but we're not alone," he said.

Sen. John McCain (R-Ariz.) continued to hammer the Obama re-election team over its use of the death of Osama bin Laden in a campaign commercial, echoing Mitt Romney's statement that any president - including Jimmy Carter - would have made the same call.


“I say any president, Jimmy Carter, anybody, any president would have, obviously, under those circumstances, done the same thing. And to now take credit for something that any president would do is indicative of take over campaign we're under -- we're -- we're seeing…So all I can say is that this is going to be a very rough campaign," McCain told Fox News in an interview set to air Monday night. "And I've had the great honor of serving in the company of heroes. And, you know the thing about heroes, they don't brag.”
